Author of the award-winning La Calle: Spatial Conflicts and Urban Renewal in a Southwestern City (2010) and two memoirs: In the Shadows of the Freeway: Growing Up Brown & Queer (2019) and L.A. Interchanges: A Brown & Queer Memoir (2023). Dr. Otero is Emeritus Associate Professor in the Department of Mexican American Studies at the University of Arizona. Their scholarship examines urban redevelopment and contested landscapes, focusing on how history has been used to legitimize power and white dominance. Their memoirs merge personal experience with historical archives.

Participants whose panels are selected for inclusion in the 2025 program must hold WAWH membership through December 2025 and must register for the conference. Those who have yet to register are now at risk of being dropped from the program and should register or contact the Executive Director ASAP.
